Ormand Spencer Park, a seven-acre city park, is named for a Syracuse Police officer who died in 1964. In proposing a park be named for Spencer in 1977, Roosevelt Baums, a candidate for the Onondaga County Legislature, said Spencer "illustrated the tremendous positive impact that an individual can have on his fellow man and community."
