    Mission Statement

    It is the mission of SIDA to enhance the City of Syracuse’s economic development capabilities by promoting, attracting, encouraging and developing recreation and economically sound commerce and industry to: advance the job opportunities, health, general prosperity and economic welfare of the people of the City of Syracuse; improve their recreation opportunities, prosperity and standard of living; and, prevent unemployment and economic deterioration.

    SIDA will achieve this mission by providing a variety of financial incentives to projects, including exemptions from property, sales, use and mortgage recording taxes, grants, and bond financing. SIDA conveys benefits in a strategic, consistent and transparent manner based on the City of Syracuse’s collective economic development priorities. 

    Request for Proposals (RFP)

    Project Scope

    The City of Syracuse Industrial Development Agency (“the Agency”) is soliciting proposals from development firms for the acquisition and redevelopment of Agency owned property, located at 327 Montgomery Street in the City of Syracuse. The Agency is seeking proposals with particular emphasis placed on those that: 1) display a proven ability to provide creative and inclusive development strategies; 2) demonstrate commitment to local hiring; 3) return the site to the tax roll and increase the City’s tax base; 4) create permanent job opportunities for Syracuse residents and 5) supportive of the City’s Land Use Plan as defined herein, the City’s Comprehensive Plan (2040) each as more fully discussed herein and the City’s Rezone efforts.

    Eligibility Requirements

    The Agency is looking for developers and financiers, with New York State experience, in commercial and/or mixed-use developments, including mixed-income residential projects. Ideally, Respondents will have a track record with projects including, but not limited to, historic preservation and the adaptive reuse of buildings. Respondents are encouraged to explain how past experiences and relationships have enabled them to successfully undertake development efforts including predevelopment, development, lease up, and occupancy.

    One (1) original and seven (7) copies of the proposal with two (1) electronic copies on a USB drive must be received prior to 12:00 PM on July 27th, 2022 to the attention of the Executive Director of the Agency at the  following address:

    Proposal packages must be sealed and clearly marked on the exterior showing the proposal name. 

    Please print the word “Original” on your original copy.

    Submissions received after 12:00 PM July 27th, 2022 will not be accepted. No exceptions.
