     1. No permit is required for walls that are not more than 3'0" at any point AND do not provide drainage.
     2. If wall is more than 4'0" at any point, plans must come from a licensed design professional.
     3. Zoning approval may be required if fence does not comply with height, setback, material, and other requirements.
